Diamond can be replaced with explicit type arguments

Reports instantiation of generic classes in which the <> symbol (diamond) is used instead of type parameters.

The quick-fix replaces <> (diamond) with explicit type parameters.

Example:

List <String> list = new ArrayList<>()

After the quick-fix is applied:

List <String> list = new ArrayList<String>()
